NOTE: It's an unofficial symbol. According to official website "Coat of Arms of Brest Province" [1] [2] Ivanava has another coat of arms Comment 2011-01-29: At least the webpage of the raion (ivanovo.brest-region.by) shows this coat of arms. Thus it is seems to be official at least for the raion.
